MS4 Infrastructure Mapping

By January 1, 2026, New Jersey Municipalities must update their Municipal Separate Storm Sewer System (MS4) Stormwater Infrastructure Maps. These maps must delineate the location of the following stormwater features that are owned or operated by the permittee, including their associated attributes.

  • MS4 outfalls (receiving surface water name, type of outfall)
  • MS4 ground water discharge points (type)
  • MS4 interconnections (type into/from, entity)
  • Storm drain inlets (type, catch basin present, label present, retrofitted)
  • MS4 manholes
  • MS4 conveyance (type, direction of flow)
  • MS4 pump stations
  • Stormwater facilities (type)
  • Property boundaries of maintenance yard(s) and other ancillary operations (type)

These Tier A MS4 Permit requirements are outlined in the deliverables timeline effective date January 1, 2023.

ERI offers the following services:

Basic Mapping:

Eri will produce shape files, which are points, pipes, lines and areas in the physical world displayed digitally in a geodatabase, which is a collection of shape files, for D.E.P. electronic submission based upon the information provided by the municipality. A GIS Map for municipal use will also be issued.

MS4 Full Compliance Mapping:

We will provide a full compliance map with shape files/geodatabase for D.E.P. electronic submission and a GIS Map for municipal use.

Comprehensive Stormwater Plans:

This task will include a full compliance map with shape files/geodatabase for D.E.P. electronic submission with a CAD based Infrastructure Map highlighting the following: pipe size, material, and flow with GPS survey grade accuracy. The elevations will utilize the current NAVD 88′ Datum. This can be used to properly document the maintenance of the stormwater infrastructure, as required for continued MS4 compliance and can also be referenced with any existing NJDEP and FEMA mapping.

Inlet Inventory Report:

Based on the data collected from the survey and the map generated, a preliminary report will be created to give an overview of our findings regarding the status of inlets that do not meet the current requirement of being retrofit with compliant heads and grates. This report will discuss the approximate budget that will need to be accounted for on an annual basis along with a schedule of inlets to be retrofit to meet the December 1st 2027 deadline.
